The Industrial Safety Manual is a guide for private sector organizations that apply for and work on sensitive Canadian government contracts. Organizations registered in the contract security program must meet the security requirements set out in this manual. Any organization and person who has a security clearance under the contract security program must be aware of the content of the Freedom of Information Act. This law identifies penalties for improper manipulation of classified information or disclosure of classified information to an unauthorized person. This manual is published under supervision and in accordance with the Public Works Act and the Public Utilities Act and The Policy of the Treasury Board of Directors. It was designed to address all aspects of the requirements of the Utility and Supply Canada contract security program. The program is responsible for ensuring that the security practices of private sector organizations with access to secret and protected government information and assets are established and maintained when under contract with the Canadian government. In addition, the implementation of program requirements must always take into account the privacy of individuals within the meaning of the Data Protection Act and access to information in data sets for access to information.
